Your vet can make one for you or you can do it yourself. Cut a large circle of heavy plastic, 2.5 times the length from the animals shoulder to the top of its head. Poke a hold in the center and cut a hole three times the diameter of the animals neck. Cut out a slim pie wedge from the outer rim to the inner circle. The collar goes around the animals neck, pulled together along the wedge like a turtle neck collar. Personally I staple the collar closed and then duct tape over the staples. I have found that xray film is fine for a short time but I had a bird that self mutilated whenever he was out of the collar so I made a permanent one out of a Tupperware lid.
I have read many opinions and solutions to plucking, none of which work every time, so I opt to prevent the activity.
